Parking Problems

Why is it so hard to deal with the parking situation at UVSC? I swear every time I try to figure something out they already have me beat. My car is registered in Texas where we don't have to do an emissions test. So now I have to pay like 20 bucks to have it tested so I can pay 60 bucks to get a parking pass. I want to scream.
